The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Considerable effort is expended on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles flew past – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
